Once you get a specific amount of shines, shadow Mario will appear holding a yoshi egg in the hub world, and you can spray him to unlock yoshi. You just need Pina Park episode 4 which is 10 shines with the prior areas unlocked+the 4 episodes for Pina Park. By the time you get Yoshi you would have a guaranteed 14 shines.
